Institutionalising Mission Karmayogi: Capacity Building Plan (CBP) Development Workshops Held at SAT, Manipur

As part of SADHANA SAPTAH, Phase-I & II of the CBP Development Workshop were held successfully on February 10 and in early April, 2026, at SAT, Imphal, Manipur. The workshop was organized for 51 departments and directorates by the Department of Personnel & Administrative Reforms (DP&AR) and the Manipur State Academy of Training (SAT). Smt. Anna Arambam, IAS (Addl. Secretary, AR), inaugurated the sessions, emphasizing the significance of ‘rule-based’ to ‘role-based’ governance in the state under Mission Karmayogi.

Key Highlights:

  • Strategic Briefing: Comprehensive sessions on NPCSCB-Mission Karmayogi and the role of the Capacity Building Commission (CBC) and Karmayogi Bharat.
  • Expert-Led Sessions: Led by Shri Maibam Warish (State Programme Coordinator, CBC), with Shri Nidhish (Phase I) and Shri Uzair Simnani (Phase II), in present with senior ATI officials.
  • Core Objective: Emphasized the strategic importance of developing departmental Capacity Building Plans (CBPs).
  • Hands-on CBP Drafting: 20 +31 Departments and directorates used the iGOT AI tool to identify role-based competencies and priority capacity gaps, ensuring alignment with national frameworks.
  • Key Outcomes: The workshop resulted in draft Capacity Building Plans (CBPs) for all participating departments, advancing the institutionalisation of structured learning.

The workshop concluded with brief presentations by departmental nodal officers, followed by an interactive Q&A and feedback. However, focus remains on finalizing CBPs, publishing them on the iGOT Karmayogi platform, and achieving 100% official onboarding. Nodal officers completed draft plans and committed to securing HoD approvals for the upcoming State-Level CBP Launch. The completion of Phase I & II workshops marks a major milestone in institutionalizing performance-linked capacity building across the state.
